NEW REPORT: The EU Should Pursue an Enhanced and Proactive Rights-Based Strategy towards the Palestinian Arab Minority in Israel (Haifa and Nazareth, Israel) In 2005, the EU and Israel committed to engage in a bilateral political dialogue and to cooperate to “promote and protect rights of minorities, including enhancing political, economic, social and cultural opportunities for all citizens and lawful residents.” Five years later, however, the situation of the Palestinian Arab minority in Israel has further deteriorated with a flood of discriminatory legislation that targets their basic citizenship rights, rampant anti-Arab racism throughout the country, and attacks, including criminal indictments, against Arab political leaders for their legitimate political activities.

HRA Newsletter- October 2010 From the Director This year has marked the beginning of a new phase for the HRA that is full of challenges on the administrative and program levels as well as on the political level. We ended our three-year plan 2007 – 2009 with success, including the Recovery Plan, which allowed our financial situation to become more stable and healthy. We were able to significantly reduce expenses while mounting our level of work, coupled with an important increase in local fundraising through services and local activities. At the end of 2009, we underwent planning for the next 3 years, which includes expansion of our programs and our work within the community, thus gaining greater visibility and public profile among the general public of the vital work the HRA does in promoting and educating for human rights. This includes reaching out to new target groups and geographic areas and the mobilization of more young Palestinians to become part of the Haq Movement. In July, we were able to elect a new Board of Directors, and the new Chairperson is a woman that has been involved with the work of the HRA for many years. This further encourages young women to join the HRA board. On the Political level, there have been multiple challenges; we have witnessed an increase in the proposal of discriminatory laws that test the Palestinian minority’s citizenship and legitimacy, infringements on the legitimacy of the Arab political leadership through prosecution of its leaders and activists and an increase in home demolitions, particularly in the Naqab. There has also been an increase in racism and dis-crimination in the street against our community. Therefore, we face a challenge to our very existence as an indigenous minority in Israel..

Unprotected Citizens Amidar public housing company threatens to evict 497 Palestinian families in Jaffa-Tel Aviv On 19 March 2007, Amidar Israel National Housing Company (hereinafter: “Amidar”) published a document entitled “A Review of the Stock of Squatted Properties in Jaffa – Interior Committee, Israel Knesset.” The document reviewed properties managed by the company in the Jaffa–Tel Aviv area. Section 5 noted that “the project includes a total of 497 squatters, constituting 16.8 percent of the total properties managed by Amidar”... According to the Palestinian residents, however, the issuing of these orders actually reflects a desire to evict them from the neighborhood, which in recent years has become a magnet for wealthy Jewish buyers.
